My opponent is using shield generators with Dork Lootas on top. Mawlocs appear on the lowest level of the ruin, so if that lowest level is a battlement which now counts as a ruin can he go there? If he doesn't fit can he go and just mishap or can he not go? I don't know if he'll fit yet. Haven't seen his home made orc shield gens.

If you are using Stronghold Assault, and it sounds like you are, there is a note from the design team on deep striking creatures interacting with battlements. (pg 22 i think)

I know Mawloc attacks aren't strictly deepstrike, so this isn't a RAW argument, but RAI seems to be that burrowing creatures can't burrow onto the battlements.

The Viletide: Daemons of Nurgle/Deathguard: 7400 pts
Disclples of the Dragon - Ad Mech - about 2000 pts
GSC - about 2000 Pts
Rhulic Mercs - um...many...
Circle Oroboros - 300 Pts or so
Menoth - 300+ pts

RAW is talk it over with your opponent and decide what units can arrive where. The suggest that units arriving via tunneling would be able to arrive inside an unoccupied building.

Here is HIWPI. The burrowing unit has to make a strength 10 hit against the building. If after the hit penetrated and after resolving the hit the building is unoccupied then the burrowing unit immediately embarks into the building. If the hit fails to penetrate the burrowing unit is 'delayed' and must attempt to arrive the following turn. If the hit penetrated but the burrowing unit cannot legally occupy but the building for any reason (a few examples: because it is occupied by an enemy unit, it is occupied by your own unit and there is not enough room for the new unit or the burrowing unit is not a form of infantry) then the burrowing unit must be placed adjacent to the building using the deep strike placement rules.
