they only are "better" in a total vaccuum where
CC doesnt exist... hence the internets mantra of "always shootas" ... tactically there is plenty of reason to enhance the orks
CC attacks over their shooting attacks, BW assault vehicle builds will rarely see your guys fire.
for holding mid ground, and generally staying put and being shot at, shootas all the way, or grots for cheaper

for taking ground and killing stuff, S+C in BW's or trukks all the way, if you are shooting out of a trukk, it means you are snap shooting if it moved up to 12"... and not shooting if it flated out.. so whats the point of the extra shot when you dont shoot...
3 BW's sheilding 3 trukks (or scaled down for whatever pts you have) is something that does well... im now 8win - 1 loss with that, and orks with max BW and trukk, and a unit or two of shootas or grots to hold obj' is something even the shooty armies cant handle
4+ transports in one go before you get enough boys into combat. 20 boys with nob will wreck a whole army if they have no counter
CC units, so try to send more then 3X that at them and generally I find only one or two of my BW gets popped (if that, lots of times they dont have enough to take out 4

hp's) then the trukks plug the gaps, and the survivors still make it into combat.
the rule is, if you want the ork to be in
CC, go for the S+C.. 3 attacks base is huge, and as they say
dont matter what gun you have, when your enemy is bashing your head in with a rock.
shootas are fairly easy to out range and kite as well... they are not as good as peple give them credite for once you take them out of the internet vacuum any decent player with 24" range ranged infantry will decimate them as they can just move 6" back, shoot you, and force you to advance out of cover to return fire.
