Let's say that cypher can as many tournaments agree, that he can join a squad and get it deployed using infiltrate. Can I let's say deploy cypher and a unit and another hq joined in one squad using infiltrate? Can all 3 benefit from cyphers rule?

You're pushing it with Cypher joining an infiltrating squad and being able to infiltrate... now you want to push it even more by adding another HQ to the unit? Does that other HQ model have infiltrate?

Ya you can't add an ic that doesn't have infiltrate. Though cypher gives it to a unit.

Assuming it works, his infiltrate passes to the squad no problem. The independent character rule pretty clearly states ICs cannot gain infiltrate though.

Yet another issue of murky wording in the BRB.
Stems down to whether or not you think the IC is part of the squad pre-hitting the table or going into reserves. Some argue rules as written, an IC cannot join a unit to then give them infiltrate until after deployment, which would mean the unit wouldn't be able to infiltrate alongside him.
The point of infiltrate on an IC, therefore, would be to then attach to another squad that has infiltrate and go alongside them. Cypher's Chosen he can bring with him satisfy that condition as they too have infiltrate.
How I would play it, I'd say an IC with infiltrate would give it to the squad you want to deploy him with. I can see why a lot of people don't, though. Along the same lines, because of the way infiltrate is worded, another IC attached to that same squad would benefit from infiltrate as well.
It's another muddy issue I'd talk to your opponent or TO about before writing your list. You'll probably get as many different opinions as people you talk to.
