Chapter Tactics (Blood Ravens)
- Knowledge is Power: Any Tactical, Sternguard or Vanguard Squad Sergeant can be exchanged for a Librarian. They are upgraded with a Force Weapon, Mastery Level 1, and have access to a single power from any discipline available to Codex: Space Marines.
- Heresy Unforgiven: All models with Chapter Tactics (Blood Ravens) benefit from Hatred (Chaos). This applies to both Chaos Space Marines and Chaos Daemons.

Chapter Tactics (Exorcists)
- Daemonhunters: All models with Chapter Tactics (Exorcists) benefit from Adamantium Will and Preferred Enemy (Daemons).
- Orison Lore: All Characters with Chapter Tactics (Exorcists) may, once per turn, choose to re-roll all failed to-hit OR to-wound rolls during either the Shooting or Assault phase.

Chapter Tactics (Black Dragons)
- Arms of Bone: All models with Chapter Tactics (Black Dragons) must forego all close-combat weapons, in exchange for having all of their close-combat attacks count as Rending.
- Flamecraft: As per Chapter Tactics (Salamanders).

As in each member is a ML1 Pysker or that the unit is a Brotherhood of Pyskers? Access to standard Disciplines for Space Marines?
I'd suggest retaining some wargear, at least a bolt pistol and some grenades (or stormbolter for terminators), and some kind of cost for Sterns and Vangs to account for the free power weapon (termi's will be swapping a PF for it, so no need there) - although traditionally, CT's don't cost any extra.

I think Blood Ravens are best served utilizing the Ultramarine tactics, honestly. Have your master psyker count-as Tigirius. Have Cyrus count-as Tellion. Other than their affinity for psykers, they were strict adherents to the Codex Astartes so I think the different tactical/assault/devastator protocols fit them quite well.

Only thing you'd have to make custom rules for is the new chapter master in Gabriel Angelos. There aren't sufficient rules for him in the generic chapter master table, in my opinion.

I feel like this one is a just a straight up upgrade over the salamanders chapter tactics. - I would much prefer to give all of my models rending instead of a free master crafted weapon.
* I get the whole "forego close combat weapons" thing, but still,for all those tactical marines .

At the very least, Black Dragons *must* forgo all CCW, not just may.

Giving all your troops free rending is insane, you gotta have some downside to it, however slight.

Instead of replacing entire squads with Librarians, how about letting them just replace the Sergeant? Similar to the Red Scorpions and Apothecaries, let the Sergeant be upgraded with a Force Weapon, Psychic Hood and a set power (that they can't change) for a certain number of points.

The way I read it, either you have the CCW, or you have the rending attacks. So only models with a close combat weapon can get rending, and if they have it, they don't get the extra attack for having two because they gave one of them up.
