Blinding venom says a model may exchange all of it's normal attacks for a blinding venom attack yadda yadda
A gargoyle has 1 normal attack plus 1 extra when it charges. If it chooses to use the blinding venom on a turn it charges, does it loose the extra attack ?

Yes.

Setting attacks to a specific value is done after all modifiers.

You still get your Hammer of Wrath though, as it is resolved separate to normal attacks.
