The 5th edition space marine ability to choose to fail a morale test was part of the combat tactics rule. That ability is basically gone in the 6th edition book right, or am I just not seeing it. I know there is a special character that does something similar but as an army wide rule it no longer exists?

You cannot choose whether to pass or fail. You roll and either succeed or don't. You auto rally if you fail though. And there are special characters who allow you to choose, such as Marneus Calgar.
