Of course we can target units in melee but can a psyker in melee himself cast a malediction or blessing in melee?
I would say no since in melee you don't have a moving phase.
What are your thought?

You still have a movement phase, you just can't move.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

You can use Blessings, Conjurations and Maledictions when locked in combat.
Psychic powers don't have a general rule disallowing use in combat, only Witchfires do.

As pointed out by others you can certainly cast psychic powers whilst locked in combat (unless the specific power has a restriction like for witchfires).
However do you really play that if you have a unit locked in combat you don't get a movement phase? Because that is certainly not the case.

No we are not playing that way but in reality what can you do during your movement phase when you are locked in combat?
Move? no (you can only move at your initiative step during pile in right?)
Shoot? no
Cast blessing/conjuration/malediction? yes
What else?

A little off the point but if you use GoI (a blessing) while locked in combat you are considered to have moved during the movement phase and you will no longer be locked in combat. Before the new Nid codex I sometimes used this if my Zoanthropes got locked in combat.

You can't normally shoot during your movement phase anyway. The only thing that locked in combat prevents you from doing in your movement phase is movement the units locked in combat. You can still move all your other units and you still have a full movement phase and are able to do everything else you can do in a movement phase normally. Like cast psychic powers and activate special rules.
