Why do you think you need 2 HQ's? The organization chart on page 109 of the rulebook shows you the compulsory units you need for an army, everything else is optional.

I think you're fine. For single FOC you can have up to 6 troops even if you have only 1 HQ.

Its legal. The Force Organisation Chart requires you to have:
-At least 1 HQ, and up to a maximum of 2
-At least 2 Troops choices, and up to a maximum of 6
-You don't need any elites, but can have a max of 3
-You don't need any fast attack, but can have a max of 3
-You don't need any heavy support, but can have a max of 3

So your list is legal.

The OP could be confused with the double FOC rules, which does require two HQs and four troops minimum, but that's for games over 2k points.

In short answer, which you probably have figured out from the posts above: No, you don't need 2 HQs.

Any army that is under 2,000 points only needs ONE Force Organization Chart. (This is why most 2,000 point games are actually 1,999. This prevents people from taking 6 Heavy Supports!)

The required FoC is this:
1 HQ
2 Troops

The actual FoC allows for an additional HQ to be taken, but is not required. With a single FoC (below 2,000 points) you are allowed to take up to 6 troop choices maximum and 2 troop choices minimum. Your list is completely legal.

in my experience I would take Looted Wagons over Big Gunz. And if you can get wagons for your Boyz that would help. Footslogging hordes of boyz is good, but running them up crudely painted red trucks is better! Hehe.

It's a grunts only match. Rules are: no vehicles, no flyers, no skimmers, no named characters, no fortifications.
Walkers are ok, bikes, jet bikes are ok because they can be charged and can assault back.

So that's why I have the artillery pieces

Since everyone else has commented on the legality of your list, i'll chime in on the actual list.

Your Big Mek has a SAG. For your list, since you can't really offer your boyz and Deff Dread protection other then LOS terrain, you should swap the SAG with a KFF. This will help your "grunts" get to your opponent with more bodies. If you're worried about losing your warlord, you could drop a deffkopta and pop in a KFF Mek. Your list will still be legal.

Although, it is worth noting that the SAG is nearly as dangerous to the shooter as to the intended victim.
