This came up in a game last night. My Jetbike Farseer attempted to use Psychic Shriek and failed the test. Can I still attempt to fire my Twin Linked Shuriken Catapults? I understand the restriction of firing only one weapon, but the if the power fails before the roll to hit, do I still count as having shot?

If a model fires a heavy Plasma gun fails it's Gets Hot! roll, can it then fire a bolt pistol?
The gun never rolled to hit...

I do see the point you are making. I just cant find the text to back it up, as far as the witchfire goes. Does anyone have a page number outlining this?

Page 69 (hehe). Using a witchfire counts as shooting a weapon. You may not normally shoot more than one weapon in your shooting phase, whether or not you hit with your first one.
