Does an infantry platoon count as one unit for the purpose of orders or does it only count as a single unit for force org?

Depends if they are blobbed together or not. If they are they are a single unit. If not, no they are separate.

It seems kinda broken if they are one unit.... they can get something close to 400 shots total (including heavy and special weapon teams) just from the order alone

You should read ther order again. Only lasguns benefit from it

Ah, so it is.... that's still a huge amount of lasgun fire

You may only get up to 150 lasgun shots, even less with the sergeants. It'd be either the 50-men combined squad you can make at most, or the smaller ones (command,special or heavy weapons)
