Aetaos' Rau'Keres 999pts

Im taking fateweaver for his re-roll and his warlord trait. Keres is able to chuck out horrors by shooting and after causing wounds in combat. I am taking a competitive list to win but I need help.

All I have to say is only 2 troops is bad news in any game. I'd kill them both as soon as then protect mine from the big birds

They will be hidden, and due to keres' render of veils blast and riftbringer gift he is able to produce two units of horrors a turn that are scoring.

This thread is basically asking, is Aetaos' Rau'Keres good at 1500 points, am I right? I don't have the apoco rule book and I don't think you're allowed to share his rules so I guess its up to you. Play test him. Can he spew out enough troops to still capture objectives? Does he kill enough things before he dies(if he does)? Play some proxy games before the tourney. Preparation is rewarded in tournaments.
