I've recently re-discovered the models for the Heavy Mortar and Quadd Launcher, and I've been curious: is there any way to use them in my Imperial Guard army without running the DKOK?

They take an Elite slot i believe. Look at the Imperial armour books. Seige of vraks part 1 i think.

Siege of Vraks is for the DKoK, you want to look at the Imperial armour vol 1 2nd edition

They're heavy support for non-DKoK if memory serves.

They appear too in imperial armour volume I second edition; the entry says they are a Heavy support option for a Codex IG army.
