So I tend to use a lot of player made stuff. I love lurking around the Proposed Rules forum and if I see something I'd like to use, I'd PM the OP if I could use it.
This is kind of a weird question, but would that be necessary? I mean, I know it's good to ask, but PM-ing the same person several times could be annoying for the person and especially long threads on that forum can lead to roughly over 100 PMs being sent.

I think the original proposer of variant rules would be very pleased if someone tried them out and told him how well they worked.
