So I started a little over a year ago with the DV box set and I went with the DA at the time. I love the fluff but I didnt like the play as much. Seems it was termies and bikes and the termies are so much points for so few single wound models. So I am going with Chaos for the past few months. They are more fun to play and I like the fluff but I miss my DAs. That's when I saw a cypher model and remembered the DA fluff. Someone informed me you can acctualy use him but he's not in either codex.

To the point. Is there an official codex entry for this guy?
Is he part of the CSM?
If there isn't an official codex entry is there an official GW stat line or character sheet with special rules? If so, can he be used in any tournament play? Is he just special rules and wouldn't fly for any official tournament?

Cypher has a dataslate (digital download) with full official rules. He can be used with every Imperial Army (except Dark Angels) and with Chaos Space Marines.

Do you know where I can find it? And is he tournament legal, or is it special rules like some forgeworld stuff can't be used sometimes? Is he just a normal codex entry added after the fact, or a special circumstance guy?

Also does he have a army builder entry?

Dataslates are official and can be always used in normal 40k games. Don't know about tournaments though, every one has its own exceptions.

The darkness between the stars

To be rather honest its not quite as simple as that. Dataslates, codices, supplements, escalation, and Forge World are all equally legal in normal games of 40k. However, they are also all equally possible of being rejected. For the most part though, you likely won't have to worry about it there.

In terms of tournaments, you will have to ask in a case by case basis. Certain tournaments might whilst certain won't.

As above. Same as certain tournaments banned allies, or only let you take X poitns of them, tournaments have the ability to make up whatever rules they like on this matter.
