Yes, like almost all Space Marines Chapters (not talking about you, Space Wolves!), Blood Angels in training start out as Scouts (they will not have received all of the genetic modifications until they are full battle brothers - such as the Black Carapace which links the marine to his power armour).

The progression from there is different however. In a Codex chapter a Scout will commonly become a Devastator before progressing to Assault and then Tactical. A Blood Angel Scout will go Assault -> Devastator -> Tactical.

Does it specify that they go devastator before tactical? I thought i read they let only battle-hardened veterans who can stave off the Rage and Thirst become devastators and it would stand to reason those would be revealed after the Tactical training as going from being in the thick of the blood to being the farthest away doesnt seem rational given their affinity for melee.

Isn't that the veterans in the devs hold back the impulses of the newer members. Thats how I read it.
