Can a unit of lootas in a battlewagon shoot if the vehicle moves? If so, does the distance matter? I can't find it in my rulebook.

Page 78, under Fire Points.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

Yes they can shoot, usually as snapshots because they use heavy weapons. So a move of 6" or 12" doesn't matter. What some Ork players do is put a Mega Armoured Warboss in the Battlewagon with the Lootas, which gives the entire unit SnP. SnP will let the Lootas still shoot as their normal BS.

A Battlewagon is an open topped tank. What the OP will find more helpful is on page 71 which is where you find the rules about vehicle movement.

My understanding is:
If you haven't taken the 'ard Case option,
All embarked lootas may fire at full BS if it's only moved Combat Speed (<=6" movement). They may only snapshot if it's moved at Cruising Speed 6-12". The may not fire if it moves flat-out.

I may be wrong on that. HJ will correct me if so.

Using the warboss can help yes. I think that he'd be more useful in a Burna wagon, since they can't shoot at all if you go Cruising speed.

And really who wants to have every loota die in midfield when the wagon pops.

Mostly right. If the Battlewagon moves at all, the embarked unit counts as having moved (for the purposes of shooting). Since deffguns are Heavy weapons...

Only true if they have a Slow and Purposeful model attached to the unit (Loota guns are Heavy d3 right?)
Without it, they snap shot if the vehicle moves at all.
