This list plays on the advantage of being able to attach a member of the royal court to a unit whilst also being able to attach ICs normally.
Probably the ultimate anti-mech list i've thought up to date. Should also utterly gut meq. The Anni bargea should help against horde. Will struggle against MCs though.
Due to the confusing nature of the royal courts, I am going to lay this out in a unit by unit basis:

Overlord with ws and weave x1
Overlord with staff of light x3
Lord with staff of light x1
Cryptek with staff of light x1
5 warriors
Nightscythe
15 st5 ap3 shots delivered reliably anywhere on the board. Assaulty warlord to take challenges and allows the squad to finish off battered opponents.

Veiltek with shroud
2 stormteks

Veiltek
2 stormteks

Veiltek
2 stormteks

Destrucktek x4
5 warriors

Destrucktek x4
5 warriors

Stormtek
5 warriors

Annihilation barge x 5

This should decimate a serp spam in very short order. Hide courts and destruckteks behind cover if going second since all are assault weapons. You then hit their serps with 24 haywire shots, 8 eldritch lance shots, and 20 tesla destructor shots which will result in average ~24 tesla destructor hits. The haywire of course being the main beauty. The destruckteks have 5 wound sponges before they are hurt, and being necrons,thats realistically more than 5. The overlords unit will go after meq when it arrives. One overlord is kitted to tank shots and challenges.
Anni barges supply the AA and anti horde.
If any mech does somehow survive and all the suicide courts have been wiped out, there is another stormtek in a scythe to finish anything off.

Not great in hammer and anvil...

Lots of firepower. Worrying lack of mobility? Think Tau and Eldar can hit you lots before you hit them, and the Tau will intercept the fliers down easily as there are only two.

Veilteks if i recall lets them essentially GoI. so shouldn't be an issue with mobility

Absolutely no mobility problem what so ever with the veiltek squads due to contiunual deepstriking. The destruckteks have their 36" range and the anni barges are skimmers who suffer little inefficiency when snap firing. Everything else is in flyers. In fact I would say it is extremely mobile barring two squads.

And when 3 wave serpents (at least) go down on turn 1. Who will have the mobility advantage then?

24 haywire shots. 16 hits, 13/14 glance/pens. Holofields with jink IF they get first turn. 7/8 hitpoints lost. 8 destruckteks, 5/6 hits, 2/3 glance/pens, 1/1.5 hitpoints lost. 13 snapfiring destructor hits, 4 glance/pens, 2 hitpoints lost. Looking at ~11 lost hitpoints turn 1 IF going second. Admittedly a 2 or 3 barges may go down first so call that 9/10 hit points. All of this assuming they DON'T fire shield so pens are all glances and being generous that they can take down 3 barges without using their shields.

Any other vehicle in the game including landraiders are easier for this list to take down than serpents, as no other model has a 4+ holofield/jink save AND get to count pens as glances.

The haywire shots have a 12" range and you are deep striking them. Do you think it might be a bit risky getting them in range successfully?

The way I see it, this army is not only vulnerable to horde armies, but lots of low-AP armies, or melee-oriented armies. The Veiltek/2xStormteks are particularly vulnerable. There's only three men to a unit, which could get wiped out by even bolter fire from a 10-man squad. What's your plan for Marine armies?

Marine armies:
5 staffs of light (15 st 5 ap3 shots) which can hop straight back into the scythe if not dealt with in 1 turn,
7 tesla detructors + underslung tesla on the barges, just from the desrtuctors thats ~35 st7 HITS a turn, not including arcing,
8 st 8 ap2 eldritch lance shots,
3 suicide veil/stormtek squads to deal with main battle tanks and tough transports, who will be out of LoS until they have done their job. If no tanks they can just shoot 24 st 5 shots at a unit and act as 'finishing off' squads.
And not forgetting the firepower of 20 warriors.
That is A LOT of fire power for small model count armies to deal with.
