According to what I was reading today, helping a friend pick out his army. Reguarding Terror and Fear tests.
Terror "Also grants the model fear."
So, when taking tests for this, given the order of operations for the game turn.
Terror tests are taken immediately upon declaring a charge.
Fear tests are taken at the start of the CC phase.
So you would take both tests, 1 from terror as you were charged and 1 from Fear the the start of the CC phase.
Is this correct, my roomate was saying No. If they pass the terror tests they don't fear it in the CC phase.

As you thought, it's one terror check when charging and then fear tests every combat phase

Correct, these are two different rules that happen in two different phases. The Terror causing model causes the unit it charges to take a Terror Test during the movement phase. Then, if in close combat, causes them to take a Fear Test. Not just two different phases, but two different outcomes. Failing the Terror Test causes the unit to flee, while failing the Fear test causes the units WS to drop to 1.

Although all evidence points to you guys being correct, we play this particular rule the old "If I waddn't ofraid of 'im chargin' me, why would I be ofraid of 'itting 'im back?!".
Now thats just a common sense and house accepted interpretation of the rules, and I again kneel in respect of the fact that the rules dont agree with how we have decided to employ Terror and Fear. Merely giving credit to where your friend may have been coming from.

While I could see that as a reasonable interpretation, even if unsupported by the rules, I rather look at it as "okay I'm not scared enough to run away screaming, but I'm shaking so bad I can barely see straight".
(sorry, I don't do accents in type )
