Is this possible, and if so, is it viable?

Wave Serpents pretty much always have a 4+ cover save, making Astral Aim's drawbacks irrelevant.

What if one were to use the rules for alternating terrain to 'box in' a Purgation Squad full of Psycannons? If we use sufficiently tall, thin and enclosing walls, they should be all-but immune to enemy fire, while Astral Aim lets them shoot through the walls. Useable against almost any foe, though I particularly thought of Wave Serpents since they mostly go around with a 4+ cover regardless. A cheap Div inquisitor with them could also be nice.

However, psycannons are rather short ranged. Serpents can eventually avoid the dead zone of the Purgations' psycannons.

48" is a rather nice range tbh.

Especially since you can use LoS and other things like that to force the Serpents to get close.

But it is very much a synergy thing.

Psycannons are 24 inches, and the Serpents have 36-60 to work with (not to mention the speed to just go the long way around your obstacle.

I'd love a Grey Knight anti-Wave Serpent strategy, but this is just unfeasible.

In fact, its not a viable tactics. Psycannons are a threat for Serpents but only if you take several units working in concert.

Another option are Psyfleman Dreads.

Psyrifle dreads are pretty great against seprents actually. The only problem being you need to get the drop on them as if they get to shoot first there is a decent chance you don't get to shoot.

Your idea has been done before and it has it's uses but also has serious flaws. It is not a stand alone solution however if done in the middle of the board you will own 75% of the board. This is actually why draigowing can still work respectably as they can own the midfield. Your unit is cheaper but doesn't have the overall durability and damage potential of draigowing.

Your biggest problem is that CWE don't actually care about impassable terrain as much as you might think. They can jump over or onto your terrain and shoot/assault your unit. Therefore this is not some unbeatable trick or even a hard counter but could be a useful tool.

My personal approach to serpents with GK is a combination of dakka dreads and stormravens w/ MM. In my experience either the serpents keep their shields up until the ravens come in (the wrong move on the eldar player's part) and I get to dakka dread his HP down or he shoots the shields, kills a dread or two and I get to MM the serpent with the stormravens. To be honest this works okay but not great. I do however play draigowing mostly when I play GK so serpents are not exactly the most threatening part of my opponents army. The wraithknights and warwalkers are usually the ones killing my poor paladins and I can usually keep enough objectives under thumb as long as they don't kill too many paladins.

If you were going to use this you should really think about using red hunters. The single turn of skyfire or tank hunters, etc. an attached IC could give the unit could really be a game changer. They also give you bike troops and DP melta which can help limit CWE mobility.

It's not a viable tactic because as soon as you start making special terrain for your army I'll just deploy my 6'x4' sheet of cloth that counts as lethal terrain for all models that are not part of my army.
