I've played numerous games on 4x4 boards, and it handles up to 1000 points well enough.
That said, one of the problems with 40k is that you never have enough space. 1000 point armies are about as (un)maneuverable on 4x4 as 1850 is on 4x6. As such, I think I'd play kill team on a full-sized table.
That way the fact that you only have certain weapons, and that different weapons have different ranges would actually matter more, I'd think.
