i was hoping to pick your brains for a way to put hands on a 15mm dreamforge leviathan.
arms and hands would also be an option.
i want to model one holding a rifle in two hands.

The same options available to the 28mm should be available to the 15mm in quarter 2 this year, so not too long now I guess. With that you can get the claw arms on it.

Oh, I certainly vote with my dollar, but the problem is that that is not enough. The problem with the 'vote with your dollar' response is that it doesn't take into account why we're not buying the product. I want to enjoy 40k enough to buy back in. It was my introduction to traditional games, and there was a time when I enjoyed it very much. I want to buy 40k, but Gamesworkshop is doing their very best to push me away, and simply not buying their product won't tell them that.

The Ripper Claws would probably be your best bet, could probably make a decent pose using left and right claws holding a Vulkan cannon with a bit of work. Pretty sure that, as with everything in the Leviathans, the fingers/claws are fully poseable. As mentioned above, these probablya ren't out for the 15mm one yet so you'll need to wait.
