If I have a Raider full of Warriors and it moves at Cruising Speed, can one of the two weapons it fires at full BS be the passengers on board at their full BS? Or can they only shoot at their full BS if it's moved 6" or less even in a Fast vehicle?

The rules for passangers firing is clearly written out in the BRB.
Heres a breakdown though.
If the vehicle moves, the squad inside has also moved for shooting purpouses. If the vehicle moves more than 6" then everything snap shots.

Yes and no. Passengers can only fire if the vehicle moves at most Cruising Speed, which is a max of 12". So saying they can't fire if the vehicle moves more than 12" is accurate, but as a consequence of the rules rather than actually being the rules.
So the only way to move more than 12" is to either Flat Out or through Special Rules. The Dark Eldar can do it through Special Rules, but those rules include a prohibition on passengers firing.
