If I deep strike a gauss pylon on top of an enemy unit that's surrounded by other enemy units, what happens if they can't move?

The special deployment states that the enemy must move his models the minimum distance to be 1" away from the gauss pylon if it lands on top of them.

So if I deep strike it on top of 4 enemy units that are bunched up with each other:

Where # = board edge and numbers indicate different enemy squads

And my gauss pylon lands:

Are the enemy models destroyed since they can't move away or does the opponent move all his units to give them room?

Can't trumps must in a permissive ruleset.

The Pylon would mishap as it could not be placed I would guess.

I'm not trying to argue or say you're wrong, but where does it state this? Or even an example?

Cant has to trump must, otherwise the ruleset doesnt work - the basic rule is you ar etold what you can do, then what you cannot do (in specific circumstances)

If cant didnt beat out must, then the restrictions would never apply

Question related; Is moving off of the board legal for them? If not, then I would say it probably counts as a mishap.

Moving off board is a "cant" situation, unless the model in question has a specific ability that allows it (such as flyers I assume)

can neither confirm nor deny I lost track of what I've got right now.

It is what I call a 'fundamental,' a base concept on which the Rules are then Written, and these are often not addressed by the Rules themselves. The best example of this is the fundamental concept of a 'permission based' system used within all Game based Rules that I know of. It is this fundamental that stops the Rule Book from being twenty times thicker then what it is, and needing a degree in order to understand, because it only has to focus on telling us what we can do. If it had to list every situation that we could find ourselves in, and what we are forbidden to do in that situation, then it would be as complicated as the law code.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.
