As the title states, I've finished painting a good number of my models and want to start basing them. I know how to make patches of grass, but I'm not looking for that I want single scrubs both big (size of a kneeling soldier) and small (foot sized).

I don't think it will matter but if it does, my guys are going to be standing on dry plains/flatlands.

I am looking for a blog someone posted here with a video of how he does it, that looked pretty easy to do.

Plastic roses have those little frond things all up and down the stems. Cutting them off and gluing them back together as just those can make some pretty good bushes. It'll be more of a jungle look, though, which it doesn't sound like you're going for.

Scrubs, as in underbrush? If so, "reindeer moss" (a type of lichen) is a popular option and readily available at most craft stores (and online, failing that). It comes in assorted colors, from a pale tan to nearly neon green, so you can easily match different basing schemes/climates. As each "branch" forks continuously along its length and becomes thinner with each split, it also scales easily. The stuff looks like this:
