I've been thinking how I love the Inquisition but care little for the Grey Knights, and since Coteaz can field retinue as troop slots, then technically you can have a legal army with a minimum of Coteaz and two troop slots worth of retinue. What would be good is to use the incredibly versatile Warrior Acolytes to represent Coteaz's spy network. However, I was wondering what would be the best wargear options for an all-Acolyte army.

It depends on the points value you're playing at.
Alot of people like to run acolytes with just bolters because they are very cheap. Think of it this way: If you give one of them carapace armor and a bolter he is now the same cost as a Tau firewarrior but can't shoot as well. However, the option to put them in transports makes plasma/melta viable and a decent choice.
I would recommend not doing all acolytes because you miss out on jokeros who can buff your acolyte squads and the assassin/crusader combos that are pretty nasty in assault. Both of those units offer things you can get on acolytes (like storm shields) for a bit cheaper, or things you can't get (like lascannons).

When I want to do a "themed" army, I go about it in this way:
1. Think of what theme I want (lots of terminators)
2. Take a list of that theme and play it (30 termies!)
3. Do an in-game and post-game analysis (dang some anti-psyker stuff would be nice)
4. Revise the list (lose a few termies and take a dreadnought? I get the autocannons too...)
5. Play again.

Then I repeat from step 3 onwards until I'm happy with the list. Just my personal technique, but I enjoy the process.

Hope is the first step on the road to disappointment.

-Consider a large group of acolytes with stormbolters backed up with a cheap prescience inquisitor. This is my favourite unit as it is a cheap way of making your opponent roll lots of saves.
-3 plasma cannon servitors and a jokaero is pretty neat too.
-Multiple units of 6 psykers (+ 1 acolyte). 3 units gives an overall 75% chance of landing at least one direct Large Blast hit S8 AP1.
-My experience of small 3 special weapon acolyte units has been underwhelming.
-DCA/Crusader units require a massive assault transport tax.

I LOVE the 3 plasma guns with a crusader or two to tank for them.

Suicide bombing terminators and fatty monsters is hilarious. Not good for scoring, though.

Loading up a ton of them with bolters or storm bolters is good scoring, mix in a crusader or two for tanking. Don't spend points on armor, too much stuff that ignores it. Crusaders are much better.

DCA with a handful of tanking crusaders and any grenade caddy to make anything evaporate in CC. Needs an assault vehicle to carry them though, otherwise they're worthless.

Inquistor with plasma cannon servitors behind ADL/in a bunker/whatever is awesome and cheap.

Min/max as much as you can for great success.

Ally with Codex Inquistion and take 3 units with the DCA and crusaders with a priest or two in each unit. War Hymns ftw.

Or you can take some kind of unit with a valkryie for a unit to hit the enemy objectives that are far off.

I have been fielding Coteaz + 5 Jokaero + 5 bolter acolytes in a chimera to reasonable effectiveness but I bought a Bastion last weekend so will be putting them in that from now on.

Including the bastion it comes to 380 points

Coteaz can get:
1. Perfect Timing - 5 ignores cover twin-linked lascannons is fun
2. Precognition - rerollable 2+ lets him take all the hits caused by falling masonry
3. Scrier's Gaze - ensures your vendettas (I ally with guard but applies to valks too) come in after your opponents air superiority fighters
+ Prescience

If your opponent charges the bastion you can over watch with 5 heavy flamers!

Your opponent needs to roll 14 on armor penetration to cause a 2+ save on Coteaz (not sure if this is taken at the S of the weapon firing in which case it would suck for S6+)
Your opponent needs to roll 15 on armor penetration to start taking down the Bastion.

You can even buy a chimera for them to jump into if things get hairy
