Alright, I am not new to the game, but I am trying to find items to expand my Skorne army once I get a chance (and some money) to do so. So far this is what I have with mostly playing at 15 points:
P Morghoul
Basilisk Drake
2x Cyclops Savages
Titan Gladiator
Min unit of Paingiver Beast Handlers
Mortitheurge Willbreaker

The most logical step I was thinking next is getting the Bronzeback Titan, which brings me at 25 once I get it. To get to 35, I wanted to potentially to either get a unit or so, or go more on the Beast heavy path for now. I also want to get another Warlock as well to mix it up as well.

If I wanted to go beast heavy, this is what I had in mind.
For casters, I had P or EHexeris, with taking a Cyclops Shaman, Max unit of Bone Grinders and Beast handlers with a Feralgeist as well.

For a more balanced force, this is what I have in mind
PMadeka with a unit of Praetorian Swordsman with UA, Tyrant and Standard, Gatorman Witch Doctor and Saxon Orrick, whic would leave me with two points left (which I might use for a Reptile hound, I am not sure yet).

For the experience Skorne Players, I would like your thoughts and opinions on this! Thank you!

Looks good. I'd make a few changes though.

1) Change the Drake into a Krea. The Drake is good but the Krea is more useful if you're only going to have one.

2) Change one of the Savages into a Brute. Same cost, great utility. His animus is very important for Morghoul. If he gets knocked down he dies. Plus the Brute has Shield Guard.

pMorghoul is better than Hexeris at running tons of beasts despite his low FURY. Him and Paingivers.

My guess is Hexeris is more of a generalized lock to a good degree? And I might check out those, since if Morghoul is toast if he gets knockdown as you said.

pHexy brings some anti-infantry tech as well as the ability to mess up your opponents Fury.

eHexy is more of a spell slinger, especially on Feat turn. He also likes a decent number of beasts because of his ability to heal them whenever a living enemy model dies in his control. So he makes your beasts last a little longer. If you get a good string of kills you can potentially heal an almost dead warbeast up to full. His feat also enables you to run your beasts twice as hot as you normally would. It also has great troll value against a Hordes opponent.

Well, seeing this, I might get one of the Hexys after I build up the Beast heavy list idea, since both of them like a bit of infantry as well. Also, is the Swordsman a decent unit to start out with or should I look into another unit Skorne has?

As I've been ramping up my Skorne over the front part of the year, I've been running eHexeris as my primary caster over the past couple of months.

He's excellent and is a very good all around caster. He can spell sling with the best of them during feat turn, and his spell list absolutely murders basic infantry. His beasts are particularly durable due to his vampiric harvest, and he really likes having titans around. Even the games I've lost with him have been very close due to his own abilities to swing games hard in his favor. He has good game against most of the stronger Caster/Lock combos in WM/H.

pHexeris, while having a stronger feat, is more susceptible to upkeep removal and losing his ability to channel spells, whereas eHexeris requires them to kill or engage your chosen beast.

For either Hexeris, they do like having an infantry screen for their beasts (especially to keep their channel target unengaged). I suggest Nihilators as a good, cheap screening force that can often "trade up" against other infantry units due to Berserking. Tough is also very handy. Their main drawback is mediocre ARM stat and low CMD stat (forcing them to bunch a bit). They very much enjoy pHexeris's Ashen Veil upkeep as it makes them DEF 15 vs shooting or melee against living models.

If you decide to grab either Hexeris, I greatly recommend a Titan Sentry as the preferred Soul Slave/Bond target. A trampling channeler with high ARM is very, very useful.

I too have been playing Skorne and Warmchine for the better part of a year and in the time have amassed over 100 points and multiple warcasters.

You have a great start OP but I recommend a Krea, Brute, Bronzeback and Agonizer above all else. eHexy is the better pHexy IMO for a beast heavy list, he does tend to like a sentry as his bonded beast to cast spells through. eHexy also likes Gator Posse and Task Master. pMakeda is a really great caster too and is also one of the most recommend casters for new players. IMO get both. So now you have a solid list of casters and a solid stable of beasts. So what next? Troop choices.

Nihilators or Swordsmen? That is the question, I suggest proxy them and use what you like best. Personally I have not tried Swordsmen but that is because I really enjoy Nihilators. Tough, Breserk, REACH!, the higher MAT I just love them, but they are tricky to use you need to pay attention to facing so you don't take out your own guys. I had 5 charge in and kill a warp wolf one time just to have the guy who took the warp wolf down berserk over and over again and kill his other 4 buddies.

What other Troops? The other troops I own and swear by are Gatormen Posse with a Task Master and also Slingers. So the units I own are Nihilators, Slingers and Posse, those right there will do you great with most of the casters out there, eHexy loves him some Slingers and Posse as does Rasheth which is a really fun and effective caster with an awesome tier. Posse really just beat down about anything and have the benefit of tough and no knockdown with the task master. Slingers are cheap as chips and usually make their points back and if they die will provide souls for solos and warcasters that could use them (Soulwards, Ancestral Guardians, Zaal).

Another group of units to look at it Cataphracts. If you like the look of these guys all 3 of them are solid choices. As Skorne we get the benefit of +1 of them over every other armies for min and max medium based units. Cetrati are great with shield wall and as objective holders, under pMakeda's spell Savagery they can advance 10 inches, 12 with a Tyrant Commander giving them +2 SPD, then you can have pMak again or Marketh put Defender's Ward on them making them DEF14 ARM22 with shield wall. As you play higher point levels you will find that a unit like that is awesome for holding objective's in steamrollers. Arcuarii are great as well, like Cetrati with a shooting attack with drag but less durable. Incindiarii are also an awesome unit, face alot of banes? stealth? high DEF? Nothing that 6 AOEs with Continuous Fire can't handle.

Overall I suggest reading these: http://handcannononline.com/blog/category/privateer-press/hordes/skorne/way-of-hoksune/
And then you can see how these same players that were interviewed put these lists and mechanics into play for major tournaments here: http://endgamegaming.net/tag/video-skorne/
It's one thing to read how an army is suppose to work but seeing it applied by the best players is a huge benefit.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd
