Can, as the title says, a Nob in a group of boys take a Big Shoota and a Power Klaw?
I read through a few times and I even found a picture in the Ork codex of a Nob with PK and BS which has lead me to believe they can. (Obviously still only 1 BS in every 10 Orks) However I have been told "No, you can't do that" by the LGS manager.
I just wanted to make sure I wasn't overlooking anything.

Yes, he's still an ork and if you have 10 of them you can give one to any ork you'd like. I have all of my nobs done up that way.

Your LGS manager is wrong.
The options for a mob numbering 10 models includes replacing one ork's slugga with either a big shoota or a rokkit launcha. Subsequently, a single ork may be upgraded to a nob. So if you upgrade the ork with a big shoota to a nob he may replace his choppa with a power klaw.
You just can't have an ork with a big shoota AND a nob with a big shoota in a 10-man mob.

Nope, the rules for swaps are really clear on what you can swap for what. you have to change the choppa to a power klaw.

Some language codexes explicitly say "exchange Slugga and choppa for Big Shoota".
The English one does not, just Slugga.
So depending on your language codex you may or may not have a choppa to exchange for a PK.

But clearly that is not a 'Big Shoota' as it is a 3rd edition model which was released as a NOB with a Twin-Linked shoota and it is clearly a twin-linked shoota. It would be like saying a Chaplain with a bolt pistol being labeled as a plasma pistol meaning that all your bolt pistols are now WYSIWYG plasmapistols... that is madness.
So a mislabeled legacy metal model is not a compelling argument.
I believe the 5th edition FAQ had this explicitly FAQed too saying the Nob can take whatever weapon he wants for himself.

Is the loota carrying the two barreled firearm also firing a twin-linked shoota? or is it still a deff-gun?
That Nob is carrying a big honking gun that happens to have two barrels. You could call it a twin-linked shoota if you want, you could also call it Susan.
You could also paint a regular shoota yellow and call it a twin linked shoota, Cuz yeller is fo' mo' dakka!

Playing orks is not an excuse for proxies or "anything can be anything"
That model with that arm was made as a TLShoota and is a TLShoota. It doesn't match the design for a big shoota which is a long stubbed barrel. Orks have pretty explicit looks to their weapons the same way imperial weapons do. A TLShoota is no more a big shoota than a heavy bolter is a storm bolter.
That model is a TLShoota. The deffgun is a deffgun. Now the BS released in the loota box is not a deffgun.
Trying to use any of that to argue rules is a weak position and no one will entertain you by arguing a mislabeled blister allows you to take a weapon option, especially when the mislabeled is clearly another weapon. Saying "orks can be whatever they orks" is even more absurd.
Stick to the rules and the FAQs.
