So if I cast flashing blade using the reach weapon, can I hit everything in 2 inch in Vlad´s front arc? A regular thresher attack wouldn´t be able to hit the models in the second row due to LOS and Thresher being simultanious. But Vlad is tall in the saddle, so he can ignore intervening models.

The spell requires LOS in its description. So, in the situation that you have set up, Vlad would not get to attack the models in the second row.

I think he would get to attack the models in the second and third row because of Tall in the Saddle , provided that the intervening models are smaller based.

Yes, when making Flashing Blade attacks he would ignore smaller based models when determining LoS.
