There are standard markings given in the Tau codex, and some of them are provided in the transfer sheet you get with the vehicle kits. I think there may be a transfer sheet in the Battlesuit kits too, but it's years since I bought any Tau kits.
If you want to make a new Sept, look at the current standard Sept signs and note the core features. It's usually a circle with some lines and/or circles inside it. Think up a variation on that theme.
Next, think about colours. Tau Septs usually have two or three signature colours in their uniform, and perhaps one colour (plus black and white) in their Sept marking.
It's a good idea to do colours and B&W versions of your Sept marking.
Test your preferred designs on various surfaces and situations, like flags, vehicles and walls.
Once you're happy, do the finished signs as digital files that you can print onto transfer paper. That way you can make as many copies as you need very easily.
