Hawks outperform scorpions in just about every way.

Hawks, especially since Scorpions need to be tooled out to do something. I'd just find 16 points for 6 Hawks, since you get an Ignores Cover large blast instead of small blast.

From position of someone playing AGAINST Eldar - Hawks. Those little flying, pieplates throwing, non-scattering gakkers...

That way,then left

Hawks. Gives you an Ignore cover blast, a handful shots and can take on vehicles with their haywire grenades. Can potentially contest objectives by deep striking last turn too

Hawks all the way, particularly against tau. That grenade pack will make quick work of fire warriors and kroot.

I posted a longer response in a similar tactics thread on the use of hawks. Also covers the exarch.

9 out of 10 times I drop in and stay down, but sometimes I skyleap if I want to protect the hawks and get a late game drop. It really depends on the situation.

Hawks are more useful for clearing out a tank...or clearing out one of the normal low model count low quality scoring units people leave on their backfield.

That's entirely situational. If leaving them on the board means they'll just get shot to death easily and there's still a good target for another grenade pack, it's a good idea to skyleap again. If they weren't able to deep strike onto the board til turn 4, well, you might as well leave them on the table. If there's something else near them they can do a lot of damage to just shooting, again it's worth leaving them on the table. Rolled the Scouring and there's a lone objective no one has contested yet, I'd skyleap all day so they can go nab it as late as possible.

HAWKS IF YOU CAN SQUEEZE IN 6!

They bring the floowing to the table:
+No-Scatter Deep Strike if squad is 6 or more
+AP4 Ignore Cover anywhere when they Deep Strike Large Blast if squad is 6 or more
+18 shots at 24"
+1 in 6 missions allows them to be scoring
+Hit & Run if they caught with their pants down in melee
- 4+ armor
-Their pew-pews are S crap

Scorpions
+ 3+ armor
+Exactly a lot of attacks
-They are never scoring
-They are slow and have Zero access to assault vehicles
-Only shooting is from Shuriken Pistols (Eldar 9mms basically)
