A lot of what you will play will have to do with your meta. If you go up against a lot of jack heavy lists, the following recommendation may not be for you. If you are facing against a lot of solo/infantry heavy lists, this one will make short work of them.
That said, the list looks good, except it's worth fitting in a max unit of press gangers and reducing the sea dogs to a min. Press gangers will be eff. mat 7 and PS 9 + 2 + 4 dice on the charge (becuase of Object of Desire from Hawk, a lot of people don't realize it works on Press Gangers who are a Sea Dog unit.) With that large damage output on the alpha strike against solos/infantry you will easily fill up your Sea Dogs past full for free and they will get to activate after your press gangers.
At 25 points, my Shae list looks like this:

I essentially use the Commodore to bully heavies by pushing them around until I can get a buccaneer/freebooter on them. Freebooters are great vs. knocked down targets, but are much more fragile than the Nomad. To be honest I have been on the fence for quite some time as to whcih to run, Nomad or Freebooter, and I have seen the mathhammer which does show on paper the booter is better, but what do you do against jacks that can't get Knocked down and colossuls?
In fact I recently played a 25 point game against someone who was running Prime Axiom (fortunatly for me he was running the rest as infantry). I had a heck of a time taking it out, and in the end just cast veil of Mists on Axiom and charged through it to get the assassination. I was running the freebooter and without knockdown the damage output just isn't there.
I guess what I'm saying is it's all preference in terms of which heavy you take.
