The newest rules in IA:apocalypse 2013 are pretty damn solid, if not fairly points heavy. They can now take dual weapon mounts, basically making them a mortis (dual butcher cannons are the standout), and have a few advantages over loyalist contemptors that I think are worth their points.
-Better survivability, with the 4++ save to glances goes a long way, plus an anti-psyker zapp-field to boot.
-I'm not sure if it's just a typo, but they don't loose a base attack for swapping out their powerfist, and they start with an extra attack over loyalists.
-Couple that with mark of khorne for rage and rampage (finally, another unit with rampage) and these badasses start throwing out serious punches, even with a single fist.
Personally, I think they fix all the problems most people have with dreads/walkers. They have good armour and and a great invul save, and cant get popped by kraks in melee. Theyve got fleet, though I think advanging while shooting is the preferred method (decimators are better for full-out assault, as they now have deepstrike) They have potent heavy weapon options, even without dual wielding (conversion beamer, or single butcher). And they can put out large numbers of WS5 powerfist attacks, even without fully dedicating to a melee build (khorne puts out 4-6 attacks, 6-8 on the charge)
I run mine with a single butcher cannon, and MoK, though dual butchers are also extremely solid. It puts out more firepower than a dual-auto-cannon dread, and is more punchy than an assault ironclad. Just make sure to run it with enough AV12-13 armour saturation so it doesnt get quickly singled out. His friendly buddies maulerfiend, soul grinder, and predator (now with plasma!) are a good support group.
