Can a heavy weapons team like a las cannon or auto shoot out of the hatch? I know if it moved it would have to be shape fired.

Yes it can. Iirc, you can have up to 5 guns fire from the top hatch of a chimera.

a model can fire any of its weapons from the fire point as long as you don't exceed the maximum number of models firing from said fire point.
