I could be wrong, but I don't believe any of the Horus Heresy books contain rules for standard 40K (which is the point of this particular index). If I'm wrong, and HH4 has rules for standard 40K, please let me know.

You could be right.
The HH version of the rules for the Styrix doesn't have any "How to use in normal 40k games" section like the Magaera and Cerastus Knights has. *sigh*
I have written Forgeworld and asked them if they could release a PDF version of the Styrix with the option of running it in normal 40k games. I'll let you know if I get a reply.

Up till now none of the admech units (of which I'd imagine the Styrix would fall into that category without seeing its rules myself) haven't been made so that they can be used in 'standard' 40k for some reason.

Perhaps because of the rumor that the main studio is going to make proper admech for 40K in the near future?
