Fluff wise, are there any space marine chapters in particular that have rather close ties to the regiments of Cadia?

I would guess some of the Astartes Praeses founded specifically to fight around the eye of terror.

The Ocean

Reason being, I'm looking to add some space marine allies to my Cadian army, but I'd like it to be very fluffy.

Crusader, Honor Guard of the Cardinal's Crimson.

Whole lotta nope.
A lot of the main artwork depicts Ultramarines fighting Black Legion but Ultramarines pretty much keep to defending the Ultima Segmentum

The Rock I believe is nearby the EOT so there could be some Dark Angels & Successors hanging around.
According to the 6th Ed SM dex there are several chapter homeworlds nearby:
- The Blood Swords
- The Star Dragons
- The Iron Hands
- The Night Watch
With several more and a Black Templar Crusade operating in the vicinity

Some chapters (Including Blood Angels) View the whole galaxy as theirs to defend so could be active there; others (ie The Ultramarines) work in specific sectors as to concentrate their efforts

Currently debating whether to study for my exams or paint some Deathwing

Yeah, Medusa is pretty close to the Eye of Terror and got attacked during the 13th Black Crusade. I imagine Dark Angels help out sometimes but usually to serve their own interests. With the Fallen and all that.

Quite a lot of the fallen happily went with Chaos worship; I'd only imagine there'd be at least some sort of garrison of DA's monitoring battle reports ready to pounce if there'a sighting of a fallen

Actually the 'Ultramarines' do have an ad-hoc 'Honour Company' on permanent assignment to guard the Eye, so that there will always be Ultramarines standing between the treacher legions and Terra (unlike the Heresy, when they were all in Ultramar). The company was traditionally comprised of squads detached from Ultramarine companies plus a few from chapters of Ultramarine descent, in recent centuries the burden has been shouldered more and more but successors - during the 13th Black Crusade it was even commanded by a Captain from the Patriarchs of Ulixis (which is annoying since no scheme for them exists..).

actually the Ultramarines have a formation in the eye of terror region called the Ultramarines honor company. basicly it's a composite formation made up of Ultramarines and members of other chapters that descend from Gulliman. to ensure the Ultramarines will always be on guard to fight the forces of chaos in any incursion (cause they where kinda upset about being out of position for terra)
.

I tend to assume that the honor company uses the ultramarines legion colours, but use their own shoulder pads ala deathwatch

DA and successors are a decent place to start they have been qouted as fighting off the Black crusades, this is mainly due to the hunt for the fallen draggin them there so yeah look into thhat

If you're just looking for a way to add a couple squads to your Cadian army while being fluffy I think Mentors would be a good call. Mentors never mobilize as a large independent force, they're always seconded to other human forces to help them improve at their craft. It would make sense to assign them to Cadians, since they're all career soldiers on the most crucial fortress world in the galaxy and all.

Like someone else said, Medusa is right next door to the Eye of Terror so that would make perfect sense. I think Space Wolves would make a lot of sense, too. Fenris is also fairly close, and Caliban used to be close to there so I'd think the Dark Angels and their descendants would be readily available. The Howling Griffons are a choice that would make sense, too if you want a Codex-standard chapter.
