Hey, new to the forums here, I am designing a campaign for some friends set upon a fairly standard hive world.

We currently have Space Wolves, Dark Angels, Tau and Necrons participating, I myself have decided to be playing whatever npc factions come along.

The first npc faction that I will be making a Codex for will be The Fallen who should feel closer to Knights than any of the other factions within the setting, I'm going to be leaning heavily on the idea that the Dark Angels who sided with Sar Luther also took the route the Knights of Lupis did prior to the Emperors arrival, IE, Warrior Scholars who studied the Great Beasts in order to garner mastery over their planet. (Shrug)

With that said, each unit within the Codex with have some variation of The Order [], (Note, the brackets are for the numerous Circles of the Order), the order as a special rule will signify an achievement of swordplay or some form of unknown wisdom gained during the five hundreds long exile.

As of now, The Order allows any model with the special rule to gain an additional attack at initiative three.

The Order [Outer Circle] is the format in which the special rule with demonstrate someones place within the Order. (Any model with The Order (Outer Circle) in base to base contact with at least two other models grants +1 S to all models in base to base contact within the squad so long as they all have The Order or some variation of The Order)

This is intended to pay homage to the Inner Circle special rule in the Dark Angels codex. ( I do intent on there being an Inner Circle Special rule, I am simply unsure if it will be a direct copy paste from Codex: Dark Angels.)

The other idea I am currently using is a special rule called The Spiral Path, (No this isn't a Gurren Lagann Fanby moment) The Spiral Path is The Orders unique philosophical take on combat and ones independence, The Spiral Path is very literally a Spiral road where initiates would prove their mettle while being attacked on all sides while walking the spiral path, the initiates would also be asked questions that had very specific answers, being quizzed on the nature of The Order served to prove their mental capacity.

As of now, The Spiral Path allows any model with the special rule to be deployed as an Independent Character or deploy within another Squad as a Character OR create a whole new squad consisting of Characters With this special rule. (However, These models may not leave any squad they join or any squad of independent characters they form, once in a squad this models are simply treated as Characters)

I decided that the faction would have a lack of specialist weapons available to their Troops due to the fact that the Fallen have been in hiding for ten thousand years, whatever weaponry they have needs to be easy to hide, functional and highly versatile. As it stands specialist bolt shells are capable of being manufactured by Tech Marines, under that presumption, certainly they have the knowledge to maintain Power Armor, Power Weapons and Bolt Gun.

The Mark of Caliban is some sort of hide taken from a Great Beast, the Great Beasts where highly resistant in melee combat. (Being mutated by the Warp saw to this)

I am toying around with their BS being 5 or their WS being 4. Let me know what you guys think, any criticism is welcome, this is a rough draft of the concept.

Special Rules: The Order (Outer Circle), The Spiral Path, Infiltrate, And They Shall Know No Fear

(Any model with The Order special rule may make an additional melee strike at initiative 3)
(Any model with The Order (Outer Circle) in base to base contact with at least two other models grants +1 S to all models in base to base contact within the squad so long as they all have The Order or some variation of The Order)

Tempest Bolt Shells 1 pts
Kraken Bolt Shells 1pts

Dragon Fire Bolt Shells 2 pts
Hellfire Bolt Shells 1 pts
Vengeance Bolt Shells 2 pts

Any Model may make one of their weapons Master Crafted +5 pts

Sssssswing and a miss, pw for 5 pts each is a no go, limited resources means no special issue ammo especially the 40k ones made after the fall and even more so for the now non existent 30k ones, stat line seems good though appart from the 5++, master crafting for 5pts per model seems fine too.

Basically drop the pw option or price it at 15pts each as every other faction has to, drop the 5++ or have a valid reason for it to exist, drop the special issue ammo and lastly make them 15 pts each with bolter, pistol and ccw and keep the rest of your rules, that should fix em

Special Bolt shells can be made though, crafted by any Techmarine with the knowledge and the resource.

My reasoning is with non-Chaos corrupted Tech Marines that are ten thousand years old, you could easily see them utilizing special ammunition more frequently, than having to scratch build or maintain looted Plasma Weaponry or Melta guns, as it stands their motor pool is most likely going to consist of whatever they can get their hands on and modify.

The idea to utilize Combi-Bolters also stems from the ease of combining two bolters together to make a Combi-Bolter. As Veterans of the Great Crusade and outlaws, any edge they can obtain would be utilized.

Can I get some feedback? Or is another Smurf equivalent too much?

I have some unique concepts to apply to this dex and I would really benefit from constructive criticism, as it stands I am working on the HQ and have considered creating two wargear paths based on if you take a Mark of Chaos.

Creating an HQ that could utilize Artifacts from the Chaos/Daemon or Smurf lists would be really interesting to see as it would facilitate meaningful decisions, IE, Choosing to be a Corrupted fallen would allow your army to take different marks ect ect, vs choosing a Repentant/Rigthous fallen allowing you to take items from the Smurf/Dark Angels list.

As it stands, based on the events from the Descent of Angels and Fallen Angels, The Fallen where busy on Caliban attempting to utilize the warp in an effort to "Fix" Caliban, seeing as there is a difference between Sorcerers and Pyskers, making the distinction with an HQ choice that can utilize Pyschic powers but not be targeted by Pysker specfic effects IE, anything that effects Psykers adversely.

As an HQ choice, I am using the Legion Praetors as a base statline, and am increasing their WS by 1 to line up with the Cyphers WS.

Again, Feedback would be lovely.
