Can anyone tell me if Lucius' Duelists Pride rule calculates his attack from the stat line of his enemies or from the amount of attacks they currently have - having been modified by his whip for example.

At the time of his attacks, its equal to whatever the enemy's current WS is so yes it would count modifiers

I will need to check it when I get home, but I do not believe that his whip is a weapon. I'm pretty sure it just counts as equipment, thus he doesn't gain the +1 attack for it.

It doesn't say that it's a melee weapon, so I guess it's not. That does mean he gains the benefit of the Shred when using the power sword though.

His attacks are determined by their WS, not how many attacks they have. His whip takes away an attack, not a WS.
And yes, as others have said, he doesn't get +1 attack for having two ccw because the whip isn't a ccw (which is slowed).
I wish Lucius could get some good rules, like when he first came out....

His whip is in the FAQ, it mentions its an artifact with that ability, not a weapon.

Ah - of course. Thanks for that. Must have read that rule 50 times. No idea where the confusion was coming from.
That being said - I'm still not 100% sure whether his attacks characteristic reflects modified or unmodified WS.

I would assume it is the WS at the moment of the challenge.

If it does not say unmodified, then it uses whatever the WS is when Lucius goes to make his Attacks.
