Then they select a chapter head from an existing chapter to head the new founding? So normally if you were a new Ultramarine successor chapter, they pick up some Ultra-seed, pick a badass captain from the UM and assign him to the new chapter Ultra2-electric blue.

So is it possible for the HLoT to approve a new Ultramarines successor chapter with the UM gene see but select a Blood Angels Chapter Master? Like the UM guy they wanted got himself blasted and they had to hastily select a new one? Just a thought. This isn't my own army fluff or anything.
