How does the Rapid Fire Battle Cannon work?
It has a Range of 72" and is ordnance 2, does that mean within 36" it would be ordinance 4?
Or is it just referred to as a rapid fire battle cannon, and not actually have the rapid fire rule?

It is just referred to as Rapid Fire. Just like Heavy Flamers are not Heavy, and Assault Cannons are not Assault.

As a above, it doesn't actually have the Rapid Fire weapon type.
It just fires... rapidly.
