well he usually goes for some warriors, a teseract ark and some deathmarks. he recently added a C'tan
I have been using azrael in a deathwing termie squad, some tac marines and a dreadnought

Necron armies usually fall to focus fire, if you can out maneaver him he will be stuck and unable to react to your army, watch out for deep strikers.

... that's all he uses?
but,
those aren't even the broken units!
In fact, if that's really all he's using (assuming that's the regular codex C'tan Shard, not a superheavy C'tan), I'd be kind of amazed if he won (that's a horrible set up).
Surely there's got to be more info missing here.
Could you give us a better idea of what usually happens when you play him?
Try giving us a battle report of your last game.

I'm assuming you have Azrael and the termie squad on the board turn 1, because I'm pretty sure Azrael can't deepstrike. If that's the case, then you might as well upgrade the deathwing termie squad to a deathwing command squad and take the banner of devastation, giving all of your tac marines Salvo 2/4 on their bolters so they can mow down warriors. It depends on how much you like using Azrael, but if you're gonna do what I just suggested a Librarian might be more cost effective as an HQ choice, unless you're planning on using deathwing termies and/or ravenwing (ravenwing are pretty good) as troops.
Besides the tesseract ark, it sounds like his army doesn't have much range past 24", which is often the case with Necrons. If you're going to use a dreadnought, you could give it the TLLC/ ML combo and have him sit back out of range and snipe at the c'tan or tess ark, although the tess ark is pretty durable, so you'd do best to shoot the c'tan. The tess ark's solar fire should make you hug cover.
That's a start.

Did I screw up with a chronosphere and end up in 2012 again?
In any case, your Necron opponent isn't even running the most commonly complained about builds like the Flying Bakery, Wall of AV13, Wraithwing, and Maximum threat overload.
The Arc itself is actually one of the more underwhelming forge-world units, acting as either a poor man's Leman Russ Executioner, a poor man's heldrake, or a poor man's death ray on a quantum shielded AV12 (so while it has AV14, it takes literally one penetrating hit to drop it down to being a glorified Eldar tank), 5++ living metal platform that can slap on two tesla or gauss cannons or particle beamers with some funky anti-assault rules. It can get pretty lulzy with the Dark harvest warlord trait that lets you increase the strength of a single heavy unit's guns by one where the plasma cannon shots become S8 and inflict instant death on T4 units, but overall it's not super-problematic.
Just get someone to blast apart it's rear armor, preferably a vehicle because it's best vehicle killing weapon is S5 AP4 Armorbane (though with a Line and special rules that mess with movement), S6 if you're unlucky, but it's not horrifically threatening. I don't think you can have Zandrekh give it tank hunters, but I'd check on that first. I wouldn't assault it, not only because of the special rules that protect against it, but because if it dies it's liable to hurt the guy who killed it in the first place.
Of course, using a vehicle to kill the thing is a bit problematic as the Necron army is very good at dismantling vehicles, with even basic warriors being able to threaten land raiders. Luckily though, Necrons are generally short ranged, with their sweet spot being in bolter range, which is also your sweet spot thanks to your bolter buff banners.
The Deathmarks are Assassin units and you should generally play expecting the unit they mark to be gone quite soon; but once that unit is dealt with, the utility of the Deathmark decreases substantially, and you haven't specified that your opponent uses the Death and Despair combo which can really ruin a unit's day with an AP1 flamer that wounds on a 2+ backed up by a full unit of sniper gauss flayers. That being said, ultimately they are fairly easy to remove if you have the dakka to put down Xenos armies. Which you already should.
The warriors are resilient pains in the ass to be sure, and it's pretty easy to upgrade their ability to keep on getting back up until it gets to the point where outright wiping them out is more trouble then it's worth. That being said, ultimately all they have are gauss flayers to threaten you with, and they're not particularly good at assault (neither are you, but you whack them first unless you're using unwieldy weapons) and they can be made to run away (hard to do with their excellent leadership, but possible).
The C'tan can be hard to put down, as it's invulnerable save and healthy number of wounds helps it weather quite a lot of traditional monstrous creature killing weapons like Plasma and Lascannons, it can have some nifty special abilities, and assaulting it is usually a bad idea, but ultimately it's really quite slow and you can spam a boat-load of plasma and lascannon shots to push past it's saves and wounds.
Against this particular army, I'd go with Ravenwing as it's cover saves can confound the Arc, while when loaded up with plasma and power mauls, they can efficiently dismantle most assets in this army while being able to shrug off most of the shots this army will throw at you.

ok thanks guys if your saying RW I guess I could take some attack bikes and a landspeeder vengeance to kill some of the heavier units and some tac marines to gun down the warriors just out of range.
the main problem with the warriors is the reanimation which he seems to be really lucky with

So focus all your shooting on that unit so there's no one left to stand up with (wipe them out in one turn of shooting and they don't get to reanimate).

Ok I just found out that he was cheating the whole time -_-
should have known that you can't reanimate every turn on a 2+ and that C'tan shards cant take all of their upgrades for 5 points each

Dark Angels basically need 1.5x units vs competitive armies to have a real shot at winning.

The C'Tan would still feel overpriced to me if this was true.
But ultimately - yes you were cheated pretty majorly.
Resurrection is on a 5+ (unless you have a RO in the unit than 4+) at the end of each phase. Once it fails, it's gone and the unit has to still have someone alive and not running away. There's a number of other items but that's the gist of it.

That's some epically bold faced cheating.
