Pardon if this has been brought up before but i could not find a suitable thread.
I am creating an Iron Hands Successor Chapter because I like the fact that they are very Mech based.
My question is can i use the Iron Hands tactics and rules in C:SM or must I use the Clan Raukaan supplement? or could I use the one of my choosing?
Lastly, I feel like i have to make a successor chapter mostly because I couldn't find an established chapter that used a blue color scheme trimmed in white. If anyone knows of one please let me know. Otherwise this may be the birth of the Blue Steel Successor Chapter.

Thanks for the rule clarification. How about the second part?
Also what about the Emperor's Hands? Could I use them with Chapter Tactics Iron Hands?

1. you can use whatever Chapter Tactics you want regardless of the paint on your models. Basically you could use either or. 2. You don't have to make a successor chapter, use the Iron Hands tactics and rules in C: SM, or the blood angel rules, or the Space Wolf rules, no matter what color you paint your models.

You can use whatever chapter tactics you like, and claim whatever you want. Rules wise, there's nothing stopping you from painting a bunch of Ultramarines and then utilizing White Scars tactics provided you've let your opponent know. As long as every guy in a detachment uses the same chapter tactics, have a ball.
Official GW fluff-wise, I can only think of one Iron Hands successor chapter to begin, the Sons of Medusa. I think the Mechanicus fears their geneseed for some reason and so they don't utilize it when creating new chapters very often. It means make up your own fluff! Last I checked that was a large appeal of the hobby.

If you want to use a chapter with some background, instead of making your own you have some options, while not exactly what you are probobly looking for, these fit the color pallet you where looking for...

They have an unknown founding so you can use what ever tactics you like best with a 'purist' getting upset, including (if your group allows it) the forgeworld ones and if you make them 1st company then white trim would be appropriate for a codex marine chapter that uses traditional markings.

Yes, this, 100%.
My Iron Hands I played last night had 3 different colour schemes. It doesn't matter as I was playing C: SM ( CT Iron Hands) and how they are painted is entirely irrelevant.
Sure, it's NICE to have your army all painted up proper for the chapter you're using, but it's not a rule by any means.
As for which rules you want to use, you can choose which (C: SM or Clan Raukaan) you wish to use based on your preferences. Again, there is no requirement other than following the ruleset you chose to follow.

I personally play sons of medusa(another Iron hands successor) I use either Iron hands CT normally, or Clan Raukaan(which is still SM of IH:CT with additional rules).
If I wanted to I could use WS or UM CT even though all my marines are bright Green
