It all depends on what unit you are casting the power upon.
and that answer can be found in the BRB on page 67 in the Manifesting Psychic Powers section, under the Declare Target (top right corner) graph.

No. You have been provided with exact information as to where to find your answer so you can just open the book right to it and see it for yourself. Should take less than a minute. If you are unwilling to put forth even this minimal amount of effort it is my opinion you do not deserve our help. We are not paid to be here and telling people what the rules are as opposed to explaining how they work is a bit of a grey area for dakka. Please respect the rules of those that provide us with this forum as well as those who are willing to take a minute to type something helpful and look it up.

It also depends on the type of power being used (so that's another rule that needs to be read), the power description needs to be checked, and the type of transport could have some bearing on it as well (so the Codex entry must also be consulted).
Yes or No is not a useful answer. The page quotes are.

Which is exactly why a page quote is a much more helpful answer in my opinion too. Why ask on Dakka every time you get into a new situation when you could instead learn the rules yourself and remember where they are when you have a disagreement in a game?

I love it how when some one asks for a rule clarification everyone gives them a snide "It's on page # X, look it up your self as we can't copy rule book information" But when some one is having a rules argument with another person they quote entire paragraphs from the BRB word for word because it's to prove their point.
You can only cast what you have LoS to which while embarked in a transport would be the Psyker itself, his unit and the transport.

Well Zande4, this is the principle of "Give a man a fish and he will eat for a day, teach him to fish and he eats for a life time."
Providing him with the correct page for the rule will teach him where to look in the future and limit him coming back and asking another vague question. In the long run, he may be a better player because of the "see page X..." answers.
And as others have said, vague questions get vague answers at best.
As far as the quoting entire rule paragraphs...we cannot post rules due to copyright laws. But, citing a source is widely accepted as a valid and legal exception to copyright protections and falls fully under fair use. That is the difference...one we are quoting a source the other we are just copy/pasta. One is legal the other isn't.
You are also mostly incorrect. If the vehicle in question has viewports, the psyker could then draw LOS for certain powers but causes other cascading effects that one would find by reading the page numbers given...So your answer given would led new players to think it was a simple cut and dry answer, when in fact it is not.

Go to every thread in this section that's over 4 pages long and read the rules arguments where people are pretty much quoting entire sections of the rule book word for word. Not just the page number, whole paragraphs.

There was no "clarification" here, as the rules are plainly written. This was a "how do I do X?" question.
If the poster has more specific queries, where it is clear they HAVe read the book, that is when a more in depth discussion can be had. Currently it just looks like they were unable to read their rulebook, or didnt have one, so a page unmber was entirely appropriate.
Its all given in the forum rules and tenets.

The replies also did not become 'snide' as you call them until they dismissed any help that called for them to put forth any small amount of effort. OP requests help, posters reply with as much help as they can give (meeting him half way as they say) and the OP makes it clear they do not want to have to put any effort into anything despite the fact that they're the one in need. I find it rude and distasteful for someone to ask for help while they 100% refuse to help themselves.
