Marneus calgar is used for distracting enemy attention and dishing out some pain plus the nice doctrines which he's going to pop Re rolling ones on plasma cannons can be important early on.
He also has a teleport homer so he could be used to get the LotD down in case he needs fire support and he has the nice orbital bombardment. (I've never hit anything with it so maybe it will work this time.)
I put the devastators behind the aegis line. Two stock tactical squads are used to fill in gaps in the line.
3 Tactical squads move forward which are painful to ignore with the melta and the plasma guns.
The storm talons are used to provide some nice extra firepower. They're quite good bang for the buck I guess.

Just storm shields on the command squad? The big bonus in taking a command squad is you make them super shooty-killy or super-stabby-killy. Best on bikes as well. Perhaps not take storm shields on all of them to add special weapons and bikes to the squad?

I'd consider combining the 4 x 5 man tac squads into 2 10 man. You can always choose to combat squad them after (yes, you'll have 2 fewer plasma guns but you'll have the option of staying in a full 10 man unit) and I'd try to get them Rhinos or drop pods to ride in.

Storm bolter on the LotD is a waste of points. Get the sgt a combi-weapon instead.

3 devastator squads full of plasma cannons seems overkill. What's protecting them from being shot off the board?

Sicarius is an iffy HQ choice as well. He has his purpose but it's difficult to find a good role for him and to use him well. You might be better with a generic captain with Shield Eternal, Artificer Armour and a power weapon (and a bike to roll with the Command squad perhaps).

I accidentally posted the 1850 list, I'll change it to the 2000 list!
I didn't take bikes because I hate them. But I'll try and love them for once.

don't give the command squad grav pistols. They have relentless and work much better with grav guns (which I believe cost the same). 15 graviton shots is better then 5 especially with doubled range. Also plasma cannons are really hard to use in dev squads. I run calgar and 3 devastator squads and I only find them viable when I move them up the board popping devastator doctrine(s). Vanguard vets are just not worth it, especially with just a 5 man squad and take the lotd out if you are that reliant on sicarius. Also tigurius still gets you the command squad and gives you a very awesome psyker to play around with. Also, CUT that plasma cannon off the first tac squad. Heavy weapons on tac squads just slow them down and the range on a plasma cannon is 36' which makes it difficult to sit on an objective in the back. So if you take out the plasma cannon, vanguards, and the capt for tigurius that gives you 180 points to work with. Use that too buy marines and rhinos and throw those all over the place. In tacticals, or on the dev squad

Can't give them grav-guns because these are special weapons.
I was planning on infiltrating that tac squad further up the board in cover. It does't have to sit on the objective just have it in walking distance.

Most players tend to want to move forward so if they do they move in rang of these guns. I'll cut back on the plasma in the dev squads though.
If the enemy tries to stay in cover I''ve got the LOTD who'll come down in turn two and start unleashing cover ignoring hell.

You can give command squads any special weapons (per the space marine FAQ) just something they forgot to add from the old codex.
