I have a question, probably a stupid one. And I'm pretty sure I know the answer, but I just want to make sure.
In the daemons book it states that daemons of Tzeench add 3 to their leadership when manifesting psychic powers...I'm assuming the stipulation of never taking it above 10 applies here? Otherwise someone like fatey will be casting on leadership 12 and never failing! Please tell me I'm right? And not missing an incredibly broken trick!

No you wouldn't. If you had Ld 12 you would pass on double 6 (it just would also be a perils)

But the rule book states that most values can't be modified above 10. So would you still get the power off at a roll of a double 6?

It's capped at 10, as per the page Happy quoted. The other posters seem to be enjoying a hypothetical game of "what if?".
