If you are asking if you can make an army list using one force organization chart, and pull units from both the Space Marines codex and the Space Wolves codex, I believe the answer is "no". One of the two armies (vanilla Marines or Space Wolves) must be your "primary detachment" (your main army). You can only use one list when writing up your primary detachment. You are, however, free to use allies. Allies take force organization slots from a "secondary detachment" and are limited in what types of units and how many they can take. Consult the core rulebook for 40K for more information.

If you are asking if Space Marines and Chaos Marines can be in the same army/ally with each other, the answer is "VERY NO." for further information as to why not, consult your core rulebook for 40K or the parts of Codex: Chaos Space Marines that deal with the history of that faction.

Yes, but only because the entire concept of the Force Organization Chart is ignored for Apoc games. In Apoc, if you want an entire 4000 point list of nothing but special characters, you can do that. If you want an entire army of transport vehicles (but no infantry) you can do that. You can legally do anything in Apoc, which is why very few people in my area play it.

Great. Now I got it in my head to see equal points of SC and Orks fighting it out to play out the fight in 300.
