Can you use a precision shot to hit a model in Close Combat who otherwise isn't engaged? (As in, 4 or 5 inches away from the nearest engaged model.)
This came up in a game a few nights ago. For that matter, in Close Combat, do the attacks still hit the closest models to the enemy first, and then ones further away? Can unengaged (More than 2" from a model in B2B) even be hit?

No to the 1st.
Models in base are removed first then the kill area spreads out and there is no restriction on range models can be killed in close combat.

No. The engaged unit isn't a valid shooting target so your character wasn't shooting at it to start with. A Precision Shot is allocated against a model in the unit you shot at ( BRB pg 63, Precision Shots), not just any model you happen to spot.

Unless I'm mistaken you can make precision shots in close combat with a character that's engaged in the combat.
IE, a Sergeant with a Power Sword that rolls a 6 to hit can pick whom he wishes to hit with his Power Sword that is engaged/in combat with him.

Ahhh this is true, and if this is what he was referring too, then I think the answer is yes, as counter intuitive and unfluffy as a melee attack hitting a guy far away is.
I think the confusion was the use of "precision shot" as ,in melee, most refer to it as a "precision hit".

You are mistaken. you can not make precision shots in close combat with a character that's engaged in the combat as that character can not shoot. "If any of your character's shots roll 6 To Hit, these are Precision Shots." (67) You can make Precision Strikes in CC though. Page 67 has the details. P.S. for once they differentiated terms as to not confuse people and the terms actually make sense, Precision Shots are for shooting, Precision Strikes are for close combat. Ah, ofc... Then I see no problem with the heroic character managing to press past the melee and strike at a target of opportunity behind the wall of combatants. :-)
