hi there im new to the hobby (sort of, i have a force built from when i was a kid but i could never afford to flesh it out or even paint it or buy a codex as i was poor). this will strictly be for fun play and maybe in-store event matches and id like a critique or suggestions on it:

HQ: librarian level 2 (100)

Troops:

1x10 tactical marines with rocket launcher (155)
1x10 tactical marines with plasma cannon (155)
1x5 scouts with sniper rifles, camo cloaks, and r. launcher (80)
1x6 scouts with bolters and heavy bolter (80)

Heavy support:

whirlwind (65)

predator with side sponson bolters (95)

basically the idea is for the librarian to stick with the sniper scout team and provide divination buffs to them, the other troops use cover to head up to the midfield (obviously taking advantage of the scouts scout properties), the whirlwind and the predator keep the field as clear of enemies as they can and root out anyone trying to get dug into cover until midfield is secured.

Your sniper squad is undercosted by 5 points, but you've only got 735 points so no biggie.

I wouldn't say sticking the Libby with the sniper scouts is a good use of his buffs, and if you're trying to move forward to claim mid-field objectives all your squads are hampered by Heavy weapons and a lack of transportation.

My suggestion would be to swap the plasma cannon for a plasma gun, then add the Libby to that unit for buffs (Forewarning in particular), the unit can now remain mobile without loss of firepower. A Rhino would be ideal here depending on where to scrounge the points from - my suggestion would be to take away one Tac marine (so they fit inside) and one scout from the bolter unit (combined with the spare points in the list), this will also leave you 6 points which you can use to upgrade the ML in the Tac squad to a Lascannon.

Alternatively, the Predator is also a good target for Prescience, and I'd suggest keeping the lascannon parts for expanding the list as you've not got much to threaten enemy AV13+.

I took some of your advice and I removed the level 2 and gave him infravision and a power field generator. I also cut the squads down, I'd like to keep the are launcher for now though since my enemies are mostly mob armies right now and the template is useful. Would a drop pod be better instead of a rhino? It would give me the bolter which would be useful for holding down midfieldbetter? It costs the same anyway.

Also fine with switching to a plasma gun, that's okay with me.

Rhino's are more likely to give away First Blood, but can be used for mobile cover if they survive (it comes with a Stormbolter too, the same as a drop pod).
Having only one drop pod is likely to leave the squad in question isolated, making it an ideal target for your opponent. Drop pods are (in my opinion) a better means of delivering Melta weaponry (or indeed, flamers, if you face lots of hordes). If taking a 'pod for a tactical squad, give the squad sergeant a combi-weapon that matches the squad's special weapon.
Another thing to note is that Blessings and Maledictions cannot be cast the turn you arrive from reserves, so if taking a 'pod either leave the Libby with another unit or take a different Tree (Psychic Shreek from Telepathy for example is quite nasty out of a pod).

So a drop pod would probably be better, you'd just need to be careful not to be too aggressive, drop it to support the bolter scouts that have sneaked forward.

Also, the Infravisor would only be worth taking if the Libby goes with one of the missile launcher units. If dropping him into the thick of it, Melta Bombs.
