Depends. Magic? Gunpowder? Archers? On foot? Cavalry? Based on range or damage output or value?

Tk can do a good ranged attack / big magic phase army but it does not hold up vs Chaos Warriors.

Ampier and dwarfs can do it. Skaven with war machines.

I think Empire, their war machines are superior comparing to Dwarven ones, and they have more shooting units, plus shooting cavalry and Steam Tank. Dwarven artillery and shooters are more resilient, but do less damage.

High Elves sound good for you. Powerful Magic (best, if you count special characters) and very good shooting, both in accuracy and range. If you pick up the army book, IoB is a good set to split with a friend (try and get an intro game first; the set is abysmal in helping you understand).

Thanks to the latest White Dwarf, Daemons have found themselves in possession of a scary shooting phase.

How does a combination Fire thrower - Grapeshot sound to you? How about not only letting it move and shoot, but letting it hide in units as well? And because it comes from the Hero slot, you can have as many as you like!
The Exalted Flamer is downright terrifying.

From the Rare slot, you have some lovely choices:
Burning Chariots are basically flying versions of the ones you've already taken as Heroes, except you are limited to 2.
Skullcannons are some of the most obnoxiously underpriced war machines in the game.
Soulgrinders are T7, W6 armoured monsters that vomit out Grapeshots and your choice of Stone Throwers or more Fire Throwers*.

Special slot is a little underwhelming, except that taking Flamers confers the Skirmish rule to your Exalteds and now you can March and shoot 12" and still fire.
Your Lords are typically L4 Wizards with some fun lore options, and the Kipper can even take a nice whip as a shooting attack. Finally, you can take Wizards as a *Core* unit, just in case you weren't packing enough firepower.

So as an example, in 2400pts you could quite happily have:

- 6 Exalted Flamers
- 4 small units of Horrors
- 3 small units of Flamers
- 2 Skullcannons
- Soulgrinder with Stone Thrower
- Just enough points left for a cheap Lord-level Monster.

So that would be the equivalent of 7 mutable War Machines that can all March and fire the best weapon for the job, 2 Cannons, and at least 4 levels of magic to spend on missiles and direct damage.


*Or Bolt Throwers, but don't. There's just no need.
