Not so much an army list per se, but I like the Triarch Praetorians' fluff. So, I was wondering. Anyone got any ideas on how to build a viable army list around them? Has to be Codex-compliant since Maynarkh can't take them as far as I remember!

Well, nothing specific comes to mind, but I can tell you what they cannot take.

Destroyers
Flayed ones
Destroyer Lords

All of them are insane and outcasts; the Triarch would want nothing to do with them.

Here are the choices that are possible, but sort of iffy.

Deathmarks -
I would imagine that the relationship between them and the triarch would be tenuous. Whilst the Deathmarks are useful and more reliable than the Destroyers, their reputations as convicts and assassins would not make them popular with the Triarch.
A bit like the relationship between a politician and a bunch of mercs.

C'tan -
The Triarch overthrew the C'tan. Whilst they would have some under their control, they would also be hesitant in fielding them.

So that automatically makes an Overlord as the HQ, and would fill the elite slots with praets, tri-stalkers and maybe the odd squad of lychguard.

Troops would be Immortal heavy - Immortals are meant to be professional soldiers, so I can imagine the Triarch having access to a lot of them. Not to say they won't field warriors though.

Use whatever for Fast Attack and Heavy Support; I don't see anything anti-triarch there (except for destroyers). I don't think the Triarch would have problems with canopteks.

Here's how I'd run it for fluff. It comes out to 1915 pts, so you've got points to upgrade the Stalker to preference, add a Orblord to the 2nd unit of Immortals, or get 2 Crypteks, it's up to personal preference.

The Praetorians and Monoliths all go in Reserve (Deep Strike). Zahndrekh can bring them all in or just the Monoliths if the opponent brings in something from Reserve before you do. It'll depend on your opponent, but the Praetorians work really well with Zahndrekh because of their mobility, and can still get to where they need to. If you end up bringing them in, then the Monoliths can come in, and just portal the Praetorians in to deliver their Rods where they're going to do the most damage.

On the board you're going to have the Immortals and Tomb Blades hitting hard with the Stalker to back them up. You could go with either Gauss/Tesla on the Immortals. I'd go Gauss because if your opponent takes the bait and gets really aggressive, then the shock of the Monolith/Praetorian combo will have him backtracking, and it's your only real anti-vehicle until the Monoliths show up. I will admit that the Tesla will do more damage on those first few turns, so again it's really up to you, and what you prefer. It's a Fluff list.

The weaknesses are obvious, 2 Troops on 2k means that if your opponent kills the Immortals, you're going to have to table him. The lack of any significant anti-vehicles will make vehicle heavy lists like Eldar, pretty rough to play against. Super Aggressive armies like Dark Eldar and Drop Pods are going to be in your face before you can really react. At least with Drop Pods you're putting your stuff down on Turn 1.

Well you might like to use Triarch Stalkers and how best to use them is interesting, they twin link other stuff, which is great, but so much is twin linked anyway. I think the best thing to use them with might be destrukteks - 4 in a bastions or 5 in a ghost ark, basically gives you a bunch of cheap twin linked armour wrecking / riptide slaying stuff.

Obviously Stalkers aren't hyper competitive, but they are good in a Triarch list.

You probably need to run praetorians, because they are the Triarch. I think the way to make them have more bite is to marry them to a Destroyer Lord to buff with preferred enemy. Kit bash one of appropriate size (maybe with a Spyder, like a large version of that cryptek dude) and call him a Praetorian Prime for fluff purposes.

Gauntlet of fire is underrated. Put one on your overlord and stick him with your Despairtek and Deathmarks to add another template (albeit not Ap 1 - it is Ap 4 and ignore cover). It also allows you to kitbash something quite Triarchy for this squad.
