Kind of disappointed myself, I like reading Necron Battle Reports and that 1250 list looks really interesting. Why are the Necrons at 1250 and the Chaos get 1500?

If I lose it is because I had bad luck, if you win it is because you cheated.

In the campaign, each chapter the player can field a 1250 sized list or a 1500 sized list, once each. So since I fielded 1250 for 1.1, I can field a 1500 sized army in 1.2. In 2.1, I can again choose if I'll field 1250 or 1500, or whatever sizes are offered to me. It's a strategic thing thrown into the campaign!
Also, I had fun running that Necron list! It was quite balanced and I had forgotten how fun scarabs and spyders are!
It's not too obvious that the title "The Report" is actually clickable. I think the disappointment you get in this thread is because people really don't understand this and feel you cheated them since they can't find the actual report.

Updated. Though, people in the past have not mentioned this. Sorry about that.
There are two missions per chapter. So in chapter one, the player could select between 1250 points and 1500 points. If you ran 1500 in the first game, you had to run 1250 in the second, and vice versa. It's a strategic twist added to the game: "Do I need those extra 250 points in this mission or should I save those for the second mission?"
